Description | Deborah Corber, LL.M. is the founder and principal of Corber Consulting, a practice dedicated to the advancement of Reconciliation between Indigenous peoples and non-Indigenous Canadians. Corber Consulting provides a wide range of advisory and negotiating services to assist governments, businesses and not-for-profit organizations in their drive toward Reconciliation. As Chief Executive Officer of Federation CJA (2011-2017), the central philanthropic organization of Jewish Montreal, Deborah Corber led the organization through six of the most active and galvanizing years in recent institutional memory. Under her leadership, Federation CJA became a more results-oriented, inclusive, transparent and collaborative organization, bridging divides within the community, deepening stakeholder commitment and earning the Federation its reputation as one of the most dynamic and successful in North America. Deborah instilled a culture of excellence throughout the organization, building a best-in-class senior management team and raising the bar on Jewish communal service.Prior to leading Federation CJA, Deborah Corber was a Consultant in Aboriginal Affairs (2001-2011), providing legal, policy, strategic and negotiating services to government clients dealing with a rangeof Aboriginal issues. Deborah’s driving imperative was the development and implementation of forward-looking, creative and responsive policy and negotiation strategies that would serve to advance the reconciliation of Crown and Aboriginal interests. Among her former mandates Deborah Corber was the Chief Federal Negotiator in self-government negotiations with the Mohawks of Akwesasne, Senior Federal Legal Counsel to tripartite negotiations with Ontario and the Six Nations of the Grand River, Senior Federal Legal Counsel to tripartite negotiations with British Columbia and the B.C. First Nations Health Council, and Federal Legal Counsel to land negotiations with the Oujé-Bougoumou Cree Nation and the Government of Québec. Ms. Corber has also provided extensive advice in the areas of Indigenous governance, land claims, Métis and Non-Status Indian issues, Crown-Indigenous relations and Indian Residential Schools’ dispute resolution.During her 14 years as Legal Counsel with the Government of Canada (1988-2001), Debrah Corber was a member of the federal delegation to the negotiation of the International Declaration on the Rights of Indigenous Peoples, participated in negotiations leading to the Charlottetown Accord, and played a keyrole in the development of Canada’s legal and policy approach to the negotiation of self-government arrangements with Indian, Inuit and Métis peoples. She was also instrumental in negotiating a land governance agreement with the Mohawks of Kanesatake and securing the related implementinglegislation (Kanesatake Interim Land Base Governance Act, 2001).Deborah Corber is a member of Le Barreau du Québec, and holds a Bachelor of Music (B. Mus, Honours Performance) from McGill University, a Bachelor of Laws (LL.B.) from Osgoode Hall Law School, and a Master of Laws (LL.M.) from Columbia University School of Law, where she specialized in comparative constitutional and international human rights law.Deborah’s current volunteer commitments include serving as a member of the Board of Trustees of the McGill Institute for the Study of Canada (MISC), and the Board of the McGill Chamber Orchestra. |
